Topic: Low cost textbooks, progressive vouchers, and incorrect TAKS scoresAbout the speaker
Texas pays excessively high prices for math and
science textbooks, multiple times higher than prices
paid for math and science textbooks in Japan, Korea,
and other places where children are allowed to
permanently keep their textbooks. Texas can
easily acquire textbooks at costs that are low enough
to allow children to permanently keep their
textbooks. Provisions for legislation that
would result in state acquisition of low cost
textbooks will be presented.
Progressive vouchers would attract billions of
additional private dollars per year into Texas' K-12
education system and are structured to maximize the
public education funds available for any child.
Provisions for legislative implementation of
progressive vouchers will be presented.
Scoring mistakes were made on several questions of
Texas Assessment of Knowledge and Skills (TAKS)
released Mathematics and Science tests.
Incorrect scores were issued to more than 500,000
Texas students. The Texas Education Agency
(TEA) issued false statements about several of the
mistakes and has failed to correct any of the
mistakes. Some TEA mistakes and false
statements will be presented.
About the speaker
ACA member Mark
Loewe is a theoretical physicist and chemist and
is the junior coauthor (with Professor Arno Bohm) of a
graduate level textbook on quantum mechanics.
Dr. Loewe has previously lectured on "Predictions of
science" (5 December 1999), "Panel discussion on
political activism" (with Howard Thompson, Rodney
Florence, Jeff Dee, and John Koonz, 2 July 2000), and
"Muon catalyzed nuclear fusion" (21 May 2006).
Mark devised the progressive variant of school
vouchers during the 1980s and first proposed the plan
to Texas legislators in 1991. In 1999, the Texas Legislative
Council drafted a progressive voucher bill based
on Mark's proposal. Mark's proposal to allow
children to permanently keep their math and science
textbooks was the basis for Texas House Bill 759 (2001
session) and Texas House
Bill 689 (2003 session), authored by Garnet
Coleman (D-Houston) and coauthored by Public
Education Committee Chairman Kent Grusendorf
(R-Arlington). In 2003, Mark found TAKS scoring
mistakes that were reported on by Fox 4 News (Dallas),
The Fort Worth Star-Telegram, and The
New York Times.
